According to "Love and Poison," everyone's favorite self-indulgent Suede biography, "Breakdown" is about Brett's school friend Simon's spiral into depression. Since Brett hasn't said anything about singing from another character's perspective here, it's safe to assume that all the pronouns refer to men.

Suede fans: I've made an executive decision not to include the other Simon songs, because reading probably-unintended homoeroticism into lyrics written after his suicide strikes me as slightly inappropriate. Early Suede songs are always fair game, though.
